It is a privilege and pleasure, on behalf of Commission B “Fields and Waves” of the International Union of Radio Science (URSI), to express to each of you my warmest welcome to the 2013 International Symposium on Electromagnetic Theory (EMTS 2013), which will be held in Hiroshima, Japan, May 20-24, 2013. The symposium is hosted by Commission B of the URSI Japanese Committee, with the support of the Electronic Society of the Institute of Electronics, Information and Communication Engineers (IEICE).
This triennial symposium is - next to the General Assemblies and Scientific Symposia of URSI - the most important scientific event of our International Commission B. EMTS 2013 is the 21st in a long series that started in 1953 in Toronto, Canada, with the most recent symposia held in Ottawa, Canada (2007) and Berlin, Germany (2010). The decision for Hiroshima was taken in the framework of Commission B Business Meetings during the 2008 General Assembly and Scientific Symposium, held in Chicago, Illinois, USA, upon a proposal that was carefully prepared by the Japanese Commission B members. In Commission B Business Meetings during the 2011 General Assembly and Scientific Symposium, held in Istanbul, Turkey, it was also decided to organize for the first time in Hiroshima a one-day “URSI Commission B School for Young Scientists”. This is a new exciting challenge for the International URSI Commission B, in support to the activities of its youngest researchers.
With the intensive work of the Japanese Local Organizing Committee, co-chaired by Prof. Makoto Ando and Prof. Tsuneki Yamasaki, and with the support of the Commission B Technical Advisory Board and Chairs of the National B Commissions, I am looking forward to welcoming you to an exciting and successful symposium, with an attracting program that will be constructed by a number of internationally well-known conveners.

On behalf of the Local Organizing Committee, it is our pleasure to welcome you to attend the 2013 URSI Electromagnetic Theory Symposium (EMTS 2013) held in Hiroshima, Japan, from May 20 (Monday) through May 24 (Friday), 2013. It is organized by Commission B of the International Union of Radio Science (URSI) and the Electronics Society of The Institute of Electronics, Information and Communication Engineers (IEICE). EMTS 2013 is the 21st event in a triennial series of international symposia with a long history since 1953 and its invitation has been long-awaited by all the radio scientists in Japan. EMTS 2013 gives an opportunity for radio scientists of the world to gather in an Asian country.
Hiroshima, the hub of the Chugoku-Shikoku Region now, became the tenth Government Ordinance Designated City in Japan in 1980 and is a center of peace, industry and culture in Western Japan. Hiroshima is also a beautiful city, facing the scenic Seto Inland Sea with its spectacular array of islands, surrounded by green mountains, and with six pure rivers flowing right through town. Hiroshima possesses two World Heritage sites, the Atomic Bomb Dome and the Itsukushima Shrine on the island of Miyajima. The venue, International Conference Center Hiroshima (ICCH) is located in the Peace memorial park, just downtown Hiroshima. Visitors will find various museums, cultural facilities, nice hotels and sightseeing spots near the symposium venue.
EMTS 2013 provides an international forum for the exchange of information on the progress of research in electromagnetic wave theory and related fields. Thanks to the intensive collaboration with the Commission B chaired by Prof. Giuliano Manara, the local organizing committee formed by the Commission B of the URSI Japan Committee and the technical Committee on Electromagnetic Theory of IEICE and IEEJ as well as the members from Hiroshima City University, we are preparing for a very attractive and rich symposium. In addition to The Young Scientist Award (YSA) program, the one-day "URSI Commission B School for Young Scientists" is planned for the first time at EMTS 2013 in Hiroshima.

Some features of EMTS 2013 are;
• Technical Sessions with more than 300 papers (about 200 from outside Japan), consisting of 4 Plenary Talks, 54 Oral Sessions, and 2 Poster Sessions.
• Plenary talks every day covering both technical topics and message from Hiroshima for global democracy.
• The first URSI Commission B School for Young Scientists on 20, May with two lectures delivered on “Fundamentals of Numerical and Asymptotic Methods.
• Plenary talks and poster session in Miyajima, the world heritage, on 22, May.
